About Prof. (Dr.) Baldev Singh

Prof. (Dr.) Baldev Singh is a distinguished academician, researcher, and higher-education administrator with 40 years of professional experience. He has served as Dean, Faculty of Engineering, Vivekananda Global University (VGU), Jaipur, and as Principal & Professor, Vivekananda Institute of Technology-East, Jaipur. He currently serves as Director, IQAC, VGU, and as an Independent Director on the Board of Compucom Software Limited as well.

He has been actively associated with IIT Bombay’s Aakash and T10kT projects and has been associated with the Quality Enhancement in Engineering Education (QEEE) Programme of IIT Madras since its inception in 2014. His areas of professional expertise include academic planning and administration, faculty recruitment and development, regulatory coordination with UGC and AICTE, and technology-enabled education.

Academic Contributions

Prof. (Dr.) Baldev Singh holds a Ph.D. in Statistical Applications of Artificial Neural Networks from the University of Rajasthan (2007), an M.Tech. in Computer Science from BIT Mesra (2001), an M.Sc. in Statistics (1983), and a B.Sc. in Mathematics (1981), both from the University of Rajasthan. He is also a Microsoft Certified Professional.

Over the course of his academic career, he has held several key leadership positions, including Dean, Faculty of Engineering, Vivekananda Global University (VGU); Principal, Vivekananda Institute of Technology-East; Professor & Head, Department of Computer Science & IT; and Professor & Dean (Computer Science), CIITM, Jaipur. Earlier, he served as Assistant Professor (Statistics & Computing) at Rajasthan Agricultural University.

His teaching and academic expertise encompasses Theory of Computation, Compiler Construction, Artificial Intelligence, Database Management Systems (DBMS), and Data Structures. He has made significant contributions to faculty development and academic capacity building, having organised 45 seminars and workshops, including 25 funded programmes, and participated in 28 national and international seminars/workshops. He has secured ₹26.31 lakh in support from reputed agencies and institutions, including DST, IIT Bombay, IIT Kharagpur, and NITTTR, and has also undertaken consultancy assignments exceeding ₹50 lakh over the past five years

Research & Publications

His research interests encompass Artificial Neural Networks and Cloud Computing, with broader contributions in Artificial Intelligence, Machine Learning, Cybersecurity, Internet of Things (IoT), e-Learning, and Smart Education. He has published extensively in national and international journals, conference proceedings, books, and edited volumes, including the co-authored book Networks Security and Cryptograph.

His recent research contributions include machine-learning-based anomaly and intrusion detection, cybersecurity, intelligent and adaptive e-learning, deep learning for medical imaging, cyber-physical systems, cloud security, and AI-driven data science applications. His research has been published in IEEE proceedings, Springer volumes, and international journals.

He has successfully guided and completed ten Ph.D. scholars and currently has five Ph.D. scholars registered under his supervision.

Prof. Singh is a Life Member of the Computer Society of India (CSI), Indian Society of Information Theory and Applications (ISITA), Indian Society for Technical Education (ISTE), and Indian Science Congress Association (ISCA). He is also a professional member of the Institute of Electrical and Electronics Engineers (IEEE).

He has been honoured with two Lifetime Achievement Awards viz. the UNI-TEAS Lifetime Achievement Award (2025) and the ITSR Lifetime Achievement Award (2020).
